You need two lists, and they answer different questions. First: who must never be written to. Second: who has already been written to.
The blocklist
Filled by hand, permanently:
- Anyone who asked you to stop. A second message to them goes straight to a complaint.
- Admins and moderators of the places you collect from.
- Competitors. Your message ends up in their examples.
- Existing customers, if the campaign is about acquisition.
Repeat protection
A separate log: who was messaged and when. Without it the same person lands in the selection again — lists get rebuilt and they are still in the same chat.
A repeat to a stranger a week later irritates more than the first message: the first can be put down to chance, the second looks like a system. Hence the complaints. The same logic in stories — a mention log.
When a repeat is acceptable
When many months have passed and the offer is genuinely different. Not «just checking in» but a new reason. Without a date in the log that cannot be judged, so the date is not optional.
Cleaning the list
Once a quarter it is worth removing people who never replied across several touches. They produce only cost and risk — cleaning a list.
