Telegram does not publish limits on messaging strangers, and any specific number in someone else's article is their experience on their accounts. What is known is what the ceiling depends on.
What it depends on
- The account's age with you. A fresh one hits the ceiling far sooner, which is what warm-up exists for — the calculator.
- Complaints. Not the message count itself but the share of people who tapped «report». Ten messages with two complaints is worse than a hundred with none.
- Rhythm. A hundred messages in an hour and a hundred over a day are different events.
- Whether people reply. An account with incoming messages looks alive.
The practical approach
Start small and raise the volume until the first signs appear: messages take longer to go out, the undelivered share rises, the first pause arrives. That is your ceiling, and it is individual.
Raise it by adding accounts rather than by loading one: two accounts at twenty messages outlive one at forty.
What not to do
Do not return to the previous pace right after a restriction. The second restriction arrives sooner and lasts longer — what to do.

Night messages produce more complaints at the same volume — people wake up to the notification — quiet hours.
