Mobile proxies usually come with a service link: open it, the carrier hands out a new address. A useful tool, more often overused than underused.
What it is for
A mobile address is shared: live subscribers sit behind it, and one of them may have dragged it onto blocklists. Rotating pulls you out from under somebody else's reputation. The second case is simpler — the address stopped responding and a new one is faster than waiting.
When to rotate
When there is a reason: things stopped working, captchas appeared, an account picked up a restriction with no obvious cause. The reason should be visible, not imagined.

When not to
On a schedule. Changing the address every half hour «for anonymity» is rotation done by hand, with all of its consequences.
And mid-task. If an outreach run or a warm-up is going, switching halfway through looks like a handover to somebody else. Wait for a pause.
How to do it properly
Stop the account. Change the address. Wait a minute or two for the connection to rebuild. Verify that the new address is what shows externally and that the country has not drifted — with carriers it happens. Only then bring the load back, and not all of it at once.
