Rotating proxies are a large market of their own, sold with the word «anonymity». For scraping websites they genuinely are good. For Telegram they are almost always harmful, and here is why.
What rotation is
The address changes automatically: on a timer, per request count, or per new connection. The point is to stop a site counting how many times you came back. A tool for harvesting data from other people's websites.
Why a messenger does not want it
Telegram holds a long-lived connection and remembers where you usually come from. A boring, steady, predictable address is a good thing. An account that visited five cities in an hour does not look anonymous — it looks stolen.

Where rotation does belong
In data collection. A parser walking open sources only benefits. But parsing and running accounts are different jobs, and splitting them across different proxies is normal: not everything in one folder should leave by one door.
How not to buy rotation by accident
It goes by several names: «rotating», «backconnect», «auto-switching», «address pool». One question settles it: is the address reserved for me for the whole rental term? «From the pool» means rotation, whatever the label.
